Wellington Public Transport Spine Study

Greater Wellington is working with partners Wellington City Council and the NZ Transport Agency on a study to investigate the long term options for a high quality public transport spine running through the Wellington City CBD/Central Wellington area.
The core focus of the study is the corridor between Wellington Railway Station and the Wellington Regional Hospital in Newtown. The study will also consider any possible connections of the public transport spine to the rest of the transport network.

Eight public transport options to be investigated for Wellington
88 possible options were identified as part of the initial scoping stage of the Wellington Public Transport Spine Study. A long list of options was then assessed against a set of strategic criteria to narrow the list down to eight potential options to take forward to the next stage of evaluation.
The eight options are:
- Two high quality on-street bus options along a central alignment (essentially the Golden Mile) or along a waterfront alignment (essentially following the Quays), with both options then continuing south along Kent/Cambridge Terraces, through to Adelaide Road.
- Two bus rapid transit options along the same two alignments as above.

Scoping Report and International Review
We have completed two key reports for the Spine Study: the Inception and Scoping Report and an International Review of Public Transport Systems.
You can also view the reports with their full Appendices here, including Appendix C of the International Review which provides detailed Case Study Data Sheets.
Inception and scoping report
This sets out how the entire study will be carried out, what it will include and the programme of work. The report includes a wide range of possible options for public transport based on various modes and corridor options between Wellington Station and Wellington Hospital.
International review of public transport systems
The review seeks to learn from the implementation of public transport systems overseas. It will inform the spine study about comparable successes and failures and provides information on the design, operation and cost of various public transport options that will be used to evaluate options forWellington.
The review includes case studies of 35 public transport systems from Asia,Australia, Europe andNorth America. Case studies were selected that have similarities to some of the key characteristics of public transport in Wellington, including a bus based system with capacity problems, relatively constrained narrow corridors and a suburban rail network linking to the edge of the CBD.

What you told us...
Late last year we asked people, via an online survey, on-street surveys, meetings and focus groups, what they believed ‘high quality’ public transport meant. This feedback was used by the study consultant to inform their final scoping report.

Great Feedback
Thanks to all who took part in the first stage of community engagement for the Wellington Public Transport Spine Study. We've had a great response.
Around 900 online surveys and 700 on-street surveys were completed in total. These surveys were supplemented by a number of focus group sessions and meetings with key stakeholders.
We wanted to understand, early in the study, people's views on what makes public transport high quality, and what things are most important to people about a future high quality public transport spine through central Wellington.
The feedback we received is now being analysed by the project team and will be a valuable input during the scoping phase of the study.

Public Transport Spine Study underway
Transportation and engineering company, AECOM, has been hired to carry out the study. The first phase of AECOM's work will involve scoping the options for routes and transport modes and reviewing international public transport systems. This phase will also involve consultation with stakeholders, focus groups and a survey of Wellingtonians about the kind of public transport they would like to have in Wellington City.
