Why is the Annual Plan 2017/18 being reviewed?

Each year Greater Wellington Regional Council reviews its annual work programme set out in the 10 Year Plan 2015-25 (also known as the long term plan). This is a requirement of the Local Government Act 2002.  We have reviewed our current priorities and activities for 2017/18 against the long term plan to ensure our work programme is still relevant, reflecting any changes in our operating environment and any possible need to change the timing or scope of programmes.

Has the 10 Year Plan 2015-25 changed significantly?

Our 10 Year Plan 2015-25 has not changed significantly. We continue to deliver to our four key focus areas, which was adopted in 2015:

  • Investing in regional infrastructure
  • Growing public transport patronage, and people walking and cycling
  • Making sure we can cope in emergencies
  • Keeping our environment clean

What are the proposed changes?

The proposed changes are outlined in the document Your Region, Your Plan, Your Say, a consultation document for the Annual Plan 2017/18. It’s important that any changes are considered in the context of the long term plan for the region. There are four changes being proposed:

  • A reprioritisation of the bulk water work programme
  • A proposal to fund the loss of revenue from the CentrePort dividend
  • A proposed change in timing to the purchase of properties under RiverLink
  • A proposed change in timing of some of the public transport programmes
  • Options for the Masterton office

Further information can be found in theSupporting Information, the 10 Year Plan 2015-25, the Annual Plan 2016/17 and Great Work (our Annual Report 2015/16).

How can I comment on the proposed changes?

We are only taking submissions on the proposed changes for the Annual Plan 2017/18.  We are also commencing the process for the 2018-28 plan this year and encourage you to engage with us during that process at which time we will be taking a wider look at our priorities for the next 10 years.

Can I comment on matters outside the proposed changes?

We are only taking submissions on the proposed changes for the Annual Plan 2017/18.  We are also commencing the process for the 2018-28 plan this year and encourage you to engage with us during that process at which time we will be taking a wider look at our priorities for the next 10 years.

What happens after the consultation process has ended?

Following the consultation process a final Annual Plan 2017/18 will be prepared and will be adopted before July 2017. The 10 Year Plan 2015-25 will remain a current document, subject to annual review.
