Why is the Annual Plan 2016/17 being reviewed?

Each year Greater Wellington Regional Council reviews its annual work programme set out in the 10 Year Plan 2015-25 (also known as the long term plan). We have reviewed our current priorities and activities for 2016/17 based on changes in our environment which may impact on what we said we were going to deliver.

GWRC is committed to delivering our 10 Year Plan 2015-25 and the necessary investment in infrastructure and services required to sustain and grow our region for the future. Our big investments for the future include the new Matangi trains, modernisation of the bus services, enhanced flood protection (particularly in the Hutt Valley) and water supply resilience. You may have also noticed the delivery of some key pieces of work this year, including opening of Queen Elizabeth Park’s Te Ara o Whareroa cycleway, a new railway station at Upper Hutt and new park and ride spaces at Paraparaumu and with more spaces to come at Waikanae

However any plan can encounter unforeseen issues and there have been some in our operating environment, which means we need to make some changes to our plan for 2016/17.

Has the 10 Year Plan 2015-25 changed significantly?

Our 10 Year Plan 2015-25 has not changed significantly. We continue to deliver to our four key focus areas, which was adopted in 2015:

·Investing in regional infrastructure

·Growing public transport patronage, and people walking and cycling

·Making sure we can cope in emergencies

·Keeping our environment clean


What are the proposed changes?

The proposed changes are outlined inShape Your Region, a consultation document for the Annual Plan 2016/17. Further information can be found in theSupporting Informationand the 10 Year Plan 2015-25. It’s important that any changes are considered in the context of the long term plan for the region. The changes being proposed fall into four categories:

·Impact on rates

·Cost changes

·Additional activities

·Project delays

We have also outlined a few initiatives under investigation which we may consult with you at a later stage. These include looking at options to replace the existing GWRC car vehicle fleet with electric vehicles. 

How can I comment on the proposed changes?

You have from 16 March until 4pm 18 April to give us your comments on the proposed changes and to let us know if you want to attend one or more hearings in relation to the changes. The hearings will be held 26/27 May.

What happens after the consultation process has ended?

Following the consultation process a final Annual Plan 2016/17 will be prepared and will be adopted before July 2016. The 10 Year Plan 2015-25 will remain a current document, subject to annual review, through to 2025.
